I own a two-family home that needs repairs. Does HPD have any programs to help me?
HPD offers low-interest rehabilitation loans through participating banks in neighborhoods throughout the city and also works with Neighborhood Housing Services (NHS) to offer various types of below market loans to qualified homeowners. One type of loan provides up to $5,500 quickly if you have an emergency need such as a broken boiler.

I own an apartment building that needs a new roof. Can HPD help?
If you own an apartment building that needs systems repairs - a new roof, windows, boilers, plumbing, electrical work - the low interest Article 8A Loan Program may help you make those repairs.

If the building you own needs more extensive moderate or gut rehabilitation, the Participation Loan Program (PLP), which relies on a combination of City and private financing, might be what you need.

I'm a tenant and I have a complaint about my apartment. What can HPD do for me?
If you live in a privately owned apartment, your landlord is required to maintain your apartment according to the Housing Maintenance Code and provide you with heat and hot water during the winter heat season. HPD enforces these requirements, and HPD's Central Complaint Bureau accepts complaints about dangerous housing conditions and lack of heat and hot water.

HPD's Small Property Owners Advocacy Unit (SPOAU) was established to help owners of small buildings understand and comply with the City's regulations.

I'm renovating my property. Can my taxes be adjusted while I pay back my loan?
HPD's Tax Exemption and Abatement programs provide temporary tax relief for owners who build new housing or renovate their property.

I want to own a home but can't afford the ones I see. Does HPD have any for sale?
Newly constructed one-, two- and three-family homes and condominiums, which are affordable to families who have been priced out of the conventional market, are available through the Partnership New Homes and Nehemiah Programs. The City is also rehabilitating small vacant buildings, including some single-family homes, which offer homeownership opportunities for a range of incomes.

Do you have any apartments I can rent?
If you call HPD's Affordable Housing Hot Line you can get information about available apartments renovated through HPD programs. English speakers can call 212-863-5610. Spanish speakers can call 212-863-5620 for the latest information. The income limits for renting these apartments vary, and tenants are chosen through a lottery. Rentals are also advertised in the newspapers and the ads give all the information you need to apply.

I live in a City owned building and I see drugs being sold. What can I do?
You should immediately report all drug activity to HPD's Narcotics Control Unit. All calls are kept absolutely confidential. Also, secure entrance and vestibule doors are a building's first line of defense against drug dealers and vandals. If locks or intercoms are broken, you should contact your building manager or area office immediately.
